Mr. André Delisle has been working in the communication and environmental sectors since the early 1970’s. From 1996 to 2009, he was President and Executive Director of Transfert Environnement, and now acts as Senior Strategic Advisor. He was Vice-President and Commisioner of the Bureau d’audiences publiques sur l’environnement (BAPE) for seven years.
André Delisle is also a professor in environmental communication, public participation and applied sustainable development at the Centre Universitaire de Formation en Environnement (CUFE) of the Université de Sherbrooke. His extensive experience and numerous achievements allow André Delisle to bring a unique and high-level expertise in the field of environmental management and evaluation as well as public information and participation. Honoured by the prestigious Cercle des Phénix de l’environnement, Mr. Delisle is often asked to chair consultation meetings and lead major public participation activities.
Mrs. Marie Beaubien has training in Communications and Sociology. She has more than 30 years of experience as a specialist in communications and public affairs, with a special interest in the environment. Over the years, Marie Beaubien has developed an expertise in communications on controversial projects while reconciling the interests of a various social groups. Her approach is mainly based on participatory communications that engage all of the interested parties.
Her mandates have mainly aimed at the optimal integration of various types of projects in their host communities. She has led socio-political analyses, developed numerous communication strategies and implemented information and exchange mechanisms, particularly in the context of public consultations. She has acquired solid expertise in communications in the fields of waste management, energy production, mining, transportation and real estate for dozens of public and private organizations.
Mr. Alex Craft has been working in the field of environment and sustainable development since 2003. After working as a teacher of mathematics, science and computer science, he started a Master’s degree in Environmental Studies at the Université de Sherbrooke. During his studies, he was involved in numerous environmental committees in the Estrie region and participated in the development of major projects with his students’ association. In 2004, he founded 3RV Environnement inc. together with Mr. Cédric Bourgeois and another partner. Since then he has been directing the company which merged with Transfert Environnement in 2007.
As the firm’s Executive Director, Mr. Craft is responsible for project planning and follow-up and manages client and partner relations. His main focus is the application of social interaction strategies, waste management and environmental communication. Mr. Craft is known for his dynamic approach, strong resource mobilization skills and his ability to merge a project’s strategic and operational objectives.
Mr. Cédric Bourgeois is Transfert Environnement’s President and Director of Business Development. He was previously Director and Administrator of 3RV Environnement inc., a firm specialized in solid waste management that merged with Transfert Environnement in 2007. Mr. Bourgeois holds a Bachelor’s Degree in Environmental Studies and Geography from Bishop’s University and a Masters in Environment from the Université de Sherbrooke.
Mr. Bourgeois manages projects on communication and community involvement, waste management and sustainable development in the tourism, education, real estate, municipal and governmental sectors, among others. He is well-known for his sociable nature, his strong management skills and an ability to quickly understand what is at stake when dealing with clients and strategic partners.
Mr. Danny King is specialized in the application of sustainable development concepts to communities and public and private agencies. He completed a multidisciplinary degree in Humanities and a Master's in Environment. His research addressed the application of sustainable development to businesses (corporate social responsibility). During his training, he also completed an Attestation of Vocational Specialization (AVS) in business start-up.
At the professional level, he occupied the position of environmental manager assistant at Louisiana-Pacifique Canada Ltée where he was in charge of reviewing the environmental management system in place. He has also been responsible of the environment for the Regroupement des Associations pour la Protection de l’Environnement des Lacs et des cours d’eaux (RAPPEL) in the context of an awareness raising program with river users. Mr. King is working with Transfert Environment through a practice-based research grant awarded by the company. He is currently pursuing a PhD in Environmental Science at the Universite du Québec à Montréal, where he explores public planning issues.
Ms. Alexandra Boileau earned a Masters’ in Environment at the Centre Universitaire de Formation en Environnement of the Université de Sherbrooke in the Spring of 2009. Prior to that, she completed a joint undergraduate degree in International Studies and Modern Languages at Université Laval in December 2006. She joined Transfert Environnement in the Summer of 2008 through an internship on the development of sustainability indicators in Quebec swine production.
Ms. Boileau applies her strong research skills and solid experience in French and English linguistics to write and review the many high-quality documents required for Transfert Environnement’s mandates in both the public and private sectors. Since she investigated the use of social profiles in social involvement and impact evaluation tools for her Master’s essay, Ms. Boileau is well-prepared to contribute to Transfert Environment’s participatory and social management projects. She provides strategic support to clients involved in public participation approaches including consultation sessions, workshops, citizen committees and public meetings, etc. She has particular expertise in organizing community liaison and vigilance committee meetings and ensuring follow-up and implementation.
Ms. Élodie Rolland holds a Bachelor’s degree in Life Sciences from the Université Pierre et Marie Curie (France) as well as a joint Master’s in Environmental Studies delivered by the Université de Sherbrooke and the Université de Technologie de Troyes (France). As a Project Manager with the Transfert Environnement team, Ms. Rolland participates in mandates related to environmental communication and social integration of projects within communities.
As a biologist at heart and by training, Ms. Rolland put her Master’s thesis to work by facilitating the adoption of green landscape management practices in Quebec’s municipalities. She created a didactic tool for cities wishing to protect their biodiversity, make land-use assessments and identify protection, conservation and sustainable development options. On a personal note, Ms. Rolland has always felt the necessity of being personally involved in her community. As a witness to that, throughout her studies she was involved in student associations where she raised public awareness on the question of sustainable development.
Ms. Janis Crawford is Project Manager with Transfert Environnement and specializes in environmental communication and participative management. A Master’s graduate in Environmental Management at the Université de Sherbrooke, she also completed a Bachelor’s in Humanistic Studies with honours at McGill University and a graduate diploma in Public Relations at the University of Montreal.
Fluently trilingual in English, French and Spanish, Ms. Crawford brings a capacity to understand and convince a wide variety of audiences. From her first communication mandates with the Canadian Red Cross she moved on to apply the science of social marketing to the environment in non-profit and for-profit organizations and businesses, large and small, including an eco-gardening equipment company and the Yellow Pages Group. As Coordinator of the Association for Mount Rougemont, she concerted landowners, businesses, users and associations, funding entities, municipalities and counties around the sustainable management of natural resources. Ms. Crawford is recognized as an enthusiastic leader who brings positive change to the projects and organizations she is involved in.
Ms. Julie Malo-Sauvé is a Project Manager at Transfert Environnement and has been involved in various social integration and environmental communication mandates. She graduated from the Université de Montréal with a Bachelor’s in Environmental Geography, which she completed with an honour’s thesis assessing the institutional context of public participation at the City of Montréal. Her research contributed to her expertise in the area of participatory management, while her studies deepened her knowledge of environmental evaluation, transportation networks and local development.
Her extensive professional experience in the community sector has led her to manage various issues in both the environmental and social spheres. Ms. Malo-Sauvé’s interest for local participation has grown through her numerous meetings with citizens engaged in their community. Her projects in Latin America lend her a deep understanding of the sustainable management of natural resources, which she applies to the Quebec context where natural resources play a major role in land planning and project implementation.
Ms. Marie-Michèle Paradis holds a Master’s in Environment from the Centre Universitaire de Formation en Environnement of the Université de Sherbrooke and a Bachelor’s in Business Administration from the HEC Montréal where she specialized in human resources and management. Within Transfert Environnement, she works as a Public Participation Advisor studying the socioenvironmental integration of major projects in their host community, particularly in the industrial sector.
Ms. Paradis also has significant experience in public participation, as she recently did training on public participation and sustainable development with the Chaire de recherche du Canada en droit de l’environnement. Her Master’s thesis deepened her knowledge of land use planning and Quebec’s legislation on the implementation of renewable energy production infrastructures. At the professional level, she cumulates numerous work experiences in administration, research, writing, popularization, training and awareness-raising.
Ms. Martine St-François completed a Bachelor’s degree in social communication at Université du Québec à Trois-Rivières (UQTR). She is also a candidate for a Master’s degree in environment at Université de Sherbrooke. Ms. St-François recently began an internship with Transfert Environnement that will allow her to refine her skills and put her academic knowledge into practice. She is involved in various mandates such as implementing the visibility plan, updating the web site, specific environmental communication projects and developing a social strategy.
During her studies, Ms. St-François designed several communication, awareness-raising and training tools, in particular for the Conseil de gouvernance de l'eau des bassins versants de la rivière Saint-François (COGESAF). She also produced various studies and analyses on social and communication issues which have been recognized in the academic circles. Most notably, Ms. St-François participated in major research in the fields of New Journalism and publicity.
Ms. Anick Patenaude earned a diploma in communications and humans relations at the Université du Québec à Montréal. Her specialty lies in communications and psychosocial intervention strategies with individuals, groups and organizations.
Beyond her studies, Ms.Patenaude has developed her done training in project management and human resources management. Her communications and management skills have led her to work in a variety of fields, such as organizational analysis, producing information, leadership and event planning tools, diversity managemennt as well as change and process management. She has a marked interest in sociology and the phenomena that caracterize the dynamics in groups, politics, communications and interethnic relations.
She is a Public Participation Advisor for the Transfert Environnement team in Montréal, a position that has her contributing to various mandates in developing social analyses, strategies for social integration and support tools for communications approaches.
Mr. Benoît Théberge earned a diploma in earned a Graduate Degree in Environmental Science and a Bachelor's in Communications from the Université du Québec à Montréal.
Mr. Théberge has worked in environmental evaluation within various federal ministries and cumulates many years of experience as Manager of the Federal Review Panel for the James Bay and Northern Quebec Agreement. In this capacity, he coordinated the social and environmental evaluation of a dozen maritime, mining and airport projects on the James Bay and Nunavik territories.
Mr. Théberge has acted as Project Director on the Transfert Environnement team since April 2012.

Ms. Myriam Vallière joined Transfert Environnement in May 2012 through an internship as Public Participation Advisor.
She is a Master’s graduate in Environmental Management from the Centre Universitaire de Formation en Environnement of the Université de Sherbrooke. Her studies deepened her knowledge of environmental communication, environmental evaluation and waste management. Her significant experience in raising environnemental awareness and animation has provided her with strong communication skills.
Having completed an undergraduate degree in International Studies and Modern Languages at Université Laval, Myriam holds strong research skills and experience in French and English linguistics. Her training in international project management has enhanced the need to adapt solutions to the realities of the field as a means of social insertion of project within host communities.

Ms. Isabelle Lachance holds a Master's in Public Administration from Carleton University where she specialized in environmental policy and a Bachelor of Arts with a specialization in Communication Studies from Concordia University.
For the past two years, she has worked in the consulting industry with a range of clients such as federal departments, municipalities and clients in the private sector, including various companies from the natural resource sector. She also has experience in external and internal communications. Over the past few years, she has specialized in stakeholder engagement, developing public consultation process, communication tools and sustainable development strategies, and environmental program evaluation.

Mr. Jean Filion
Senior Advisor – Environmental Communication

A graduate in History and Political Sciences, Mr. Jean Filion is a versatile communicator with more than 30 years of experience in communications and public affairs. He currently manages his own firm and is associated with Communication Tandem. Previously, he worked with Tecsult inc., a major consulting firm where he was Main Communication Advisor and Director of Communication and Public Affairs. Mr. Filion has worked in various public organisations as a public relations and information manager. He has also participated in international communication training programs.
Mr. Filion has solid experience in many fields including the manufacturing and agri-food industry as well as the commercial, institutional and social sector. He is an expert in managing complex and diverse issues related to environmental and technological risk. He has been involved in important information campaigns, both internal and external, and is specialized in crisis and emergency management.
Mr. Richard Meloche

Mr. Richard Meloche holds a Bachelors’ degree in Communications and Journalism from the Université du Québec à Montréal. He furthered his knowledge at the Université de Montréal with a Bachelor’s in Linguistics and a Master’s in Education. His background and professional experience make him a skilful contributor to written documents that are recognized for their high quality and relevance.
As both a long-time communications counsellor and writer, Richard Meloche masters the many aspects of research and its integration into the diagnostic process. Furthermore, he has often been involved in multi-dimensional contexts that require a refined understanding of the issues at hand. For over twenty-five years he has conceived, written and produced a wide diversity of communication tools whether it be for large businesses, institutions or social and professional organizations.
Mr. Luc Ouimet
Senior Advisor – Public Participation
Mr. Luc Ouimet is founding President of the Centre de consultation et de concertation inc., an organization specialized in public interactions and community communications. Trained in Sociology, Mr. Ouimet was President of the Bureau de Consultation de Montréal from its creation in 1989 to its closure in December 1994. He worked as a permanent Commissioner at the Bureau des audiences publiques sur l'environnement (BAPE) from 1979 to 1989 and previously acted as Research and Study Director at the Conseil québécois du loisir.
Mr. Ouimet has also been involved as president and a member of many commissions of inquiry and public hearings under the federal and provincial governments. He has been coordinating and participating in citizens’ committees in the Montreal and Lanaudière area for years. His long-lasting interest in public participation has led Mr. Ouimet to become an astute observer, analyst and creator of public participation mechanisms. He has also been engaged in parliamentary commissions, consultation committees and similar organizations. Finally, he has acted as an advisor in implementing the general conditions required to ensure the effective and creative use of public participation.
